in Victoria, a certificate of roadworthiness is required whenever a registered vehicle
is being offered for sale - the seller of the vehicle must provide a current
roadworthiness certificate to the buyer, unless the buyer is a spouse or a
motor vehicle trader.
A vehicle can be sold without an RWC if it is not registered,
however, before a used vehicle can be re-registered in Victoria an RWC is

The vehicle must first pass a roadworthy inspection test
undertaken by a suitably qualified mechanic at a licensed vehicle testing
station. Provided a vehicle passes the inspection, a Roadworthy certificate is
issued. A Roadworthy Certificate, or RWC, can only be issued by a licensed
vehicle testing station such as Triple One Automotive in Sale.

An RWC is
valid for 30 days from the date of issue.
